Gas Market Reform Bulletin No 1 - Removing restrictions on who can propose rule changes to the Victorian Declared Wholesale Gas Market rules

The Victorian Declared Wholesale Gas Market (DWGM) is a wholesale gas market for the scheduling of pipeline capacity and trading of gas imbalances.

At present, the National Gas Law only allows for a request for a rule change to be made by the Australian Energy Market Operator or the Victorian Minister for Energy in relation to the DWGM.

The Australian Energy Market Commission, in its Stage One Report of the East Coast Wholesale Gas Market and Pipeline Frameworks Review, recommended this restriction be removed. In July 2015, the COAG Energy Council approved this recommendation.

The proposed National Gas (South Australia) (Request for National Gas Rules) Amendment Bill 2016 would enable any party to be able to propose rule changes applying to the DWGM in relation to the operation and administration of the DWGM.

Stakeholders are invited to provide written submissions on the National Gas (South Australia) (Request for National Gas Rules) Amendment Bill 2016 to the COAG Energy Council Secretariat by 5.00 pm (AEST) Tuesday, 9 August 2016.
