Energy Market Reform Bulletin No. 27 - Energy Consumers Australia - Legislative Amendments Package

On 13 December 2013, the COAG Energy Council (formerly the Standing Council on Energy and Resources) agreed to establish a national energy consumer advocacy body, Energy Consumers Australia (ECA). Part of the implementation process was the development of the necessary legislative amendments to facilitate ECA's permanent funding mechanism and repeal the Consumer Advocacy Panel's functions which were to be transferred to ECA upon its establishment.

Energy Market Reform Bulletin No. 28 - Demand Response Mechanism (DRM) Cost Benefit Analysis - Consultation Paper

The Demand Response Mechanism (DRM) was a recommendation of the Australian Energy Market Commission in the 2012 Power of Choice review. The DRM was intended to facilitate large energy users to act as though they were non-scheduled generators in the wholesale market, and receive reimbursement for reducing energy demand in response to high price events.

Energy Market Reform Bulletin No. 29 - Discussion Paper on Key recommendations arising from the Review of Enforcement Regimes under the National Energy Laws Final Report

In December 2013, the Review of Enforcement Regimes under the National Energy Laws (the Report) was released by the former Standing Council on Energy and Resources. The purpose of the Report was to inform policy aimed at ensuring enforcement regimes continue to protect the interests of consumers and that the integrity of the energy market is contained.

Energy and Resources Ministers' meeting communique - 10 June 2011

Australian, state and territory Energy and Resources Ministers met in Perth on 10 June 2011 for a joint meeting of the Ministerial Council on Energy (MCE) and the Ministerial Council on Mineral and Petroleum Resources (MCMPR). Following a decision by the Council of Australian Governments (COAG) to reform the system of Ministerial Council, these two ministerial councils were amalgamated from 1 July 2011 to become the Standing Council on Energy and Resources.

5th Standing Council on Energy and Resources meeting communique - 13 December 2013

Australian, state and territory Energy and Resources Ministers met in Sydney on 13 December 2013 for the fifth meeting of the Standing Council on Energy and Resources (SCER). The meeting gave Ministers the opportunity to further progress the implementation of SCER's energy market reform implementation plan; Australian Gas Market Development Plan; National Harmonised Regulatory Framework for Natural Gas from Coal Seams; Multiple Land Use Framework; and national mineral exploration strategy.
