Energy Market Reform Bulletin No. 10 - Statutes Amendment (Smart Meters) Bill 2013 - Release of Exposure Draft

In December 2007, the former Ministerial Council on Energy committed to work with stakeholders and the appropriate jurisdictional authorities to review customer protection and safety arrangements and ensure they remain appropriate where smart meters are rolled out.
In November 2012, officials released the National Smart Meter Protection and Safety Review - Officials' Report (Energy Market Reform Bulletin No. 4 - Release of Officials' Report: National Smart Meter Consumer Protection and Safety Review refers). The Report contains recommended policy positions on a harmonised framework to regulate consumer protections for customers with smart meters.
As part of the Report Implementation project, officials have reviewed the Report policy positions in the context of the National Energy Retail Law and Rules. It is proposed that the National Energy Retail Law be amended to facilitate implementation of these positions.
Released on 29 May 2013, Energy Market Reform Bulletin No. 10 provided stakeholders with a copy of the Statutes Amendment (Smart Meters) Bill 2013 exposure draft and invited them to make submissions in response to the draft.
All stakeholder submissions received in response to this consultation process are available below, excluding where stakeholders clearly indicated that a submission should remain confidential, either in whole or in part.
