Energy Market Reform Bulletin No. 17 - National Energy Retail Rules Amendment Rule 2013 - Release of Exposure Draft

In December 2007, the former Ministerial Council on Energy committed to work with stakeholders and the appropriate jurisdictional authorities to review customer protections and safety arrangements and ensure they remain appropriate where smart meters are rolled out. In November 2012, officials released the National Smart Meter Consumer Protection and Safety Review - Officials' Report (Energy Market Reform Bulletin No. 4 refers). The Report contained recommended policy positions on a harmonised framework to regulate consumer protections for customers with smart meters.

As part of the Report implementation project, officials reviewed the policy positions in the context of the National Energy Retail Law and Rules and introduced the Statutes Amendment (Smart Meters) Bill 2013 to the South Australian Parliament. The Bill (amongst other things) granted the South Australian Minister the power to make a set of initial National Energy Retail Rules related to smart meter consumer protections.

Released on 27 September 2013, Energy Market Reform Bulletin No. 17 provided stakeholders with a copy of the National Energy Retail Rules Amendment Rule 2013 exposure draft and invited them to provide feedback on it. All stakeholder submissions received in response to this consultation process are available below, excluding where stakeholders clearly indicated that a submission should remain confidential, either in whole or in part.
