On 4 March 2013, the former Standing Council on Energy and Resources published its full response to the Australian Energy Market Commission's (AEMC) final report of the Power of Choice review of demand side participation in the National Electricity Market. In its response the Council agreed to submit a rule change proposal to the AEMC seeking to amend the distribution pricing rules in Chapter 6 of the National Electricity Rules to provide better guidance for setting cost reflective network distribution charges.

Released on 29 October 2013, Energy Market Reform Bulletin No. 18 provided stakeholders with a copy of the rule change proposal and draft rule that were submitted to the AEMC on 18 September 2013.
