On 13 December 2013, the former Standing Council on Energy and Resources agreed to an Implementation Plan outlining the process to establish a national energy consumer advocacy body by 1 July 2014. The body, Energy Consumers Australia (ECA), was an important step towards increasing consumer advocacy on national energy market matters of strategic importance or material consequence for energy consumers, in particular, residential and small business consumers.
Released on 19 February 2014, Energy Market Reform Bulletin No. 23 provided stakeholders with advice on the proposed establishment of ECA by 1 July 2014.
