Energy Market Reform Bulletin No. 6 - Release of Consultation Paper: Consumer Advocacy Panel Guidelines - Consultation Paper

On 7 December 2012, the Council of Australian Governments endorsed a comprehensive energy market reform package aimed at mitigating energy price rises for consumers, while ensuring supply reliability. The package was developed with jurisdictions through the former Standing Council on Energy and Resources, which had policy responsibility for energy market reform. As part of this package, Energy Ministers requested officials to examine the Regulations under which the Consumer Advocacy Panel allocated grants to ensure it continued to operate in the interests of energy consumers.

Officials developed a consultation paper to facilitate this process.

Released in March 2013, Energy Market Reform Bulletin No. 6 provided stakeholders with advice on how to engage in the consultation process. All stakeholder submissions in response to this consultation process are available below, excluding where stakeholders clearly indicated that a submission should remain confidential, either in whole or in part.
