Energy Security Board – Retailer Reliability Obligation Draft Rules Consultation Paper

The Energy Security Board (ESB) has today published the Retailer Reliability Obligation Draft Rules Consultation Paper. To accompany the Consultation Paper, the ESB has also released the Draft National Electricity Rules Amendments and an online RRO Illustrative Timeline. 

The Draft Rules have been developed consistent with the Retailer Reliability Obligation detailed in the ESB’s Final Detailed Design paper, published in August 2018. The Draft Rules are designed to implement the Final Detailed Design and the National Electricity Law amendments agreed by the COAG Energy Council in December 2018.

Consultation on the Draft Rules will inform the development of the final package of Rules amendments which will be considered by COAG Energy Council in May 2019.

Consultation Process

The ESB invites comments from interested parties on the Draft Rules set out in this paper by close of business 5 April 2019.

Feedback received will inform the ESB’s final amendments to the National Electricity Rules to be presented to the COAG Energy Council in May 2019. If the submission contains confidential information (or a confidential attachment) please make clear in writing what should or should not be published.

Public Consultation

The ESB invites stakeholders interested in the Retailer Reliability Obligation to the following:

  1. Forums on the detailed design of the Retailer Reliability Obligation. This forum will go through all elements of the RRO and allow stakeholders to seek clarification or ask general questions. This forum will be held in Melbourne on Monday, 18 March 2019 and in Sydney on Wednesday, 20 March 2019 from 1:00 – 4:30 pm.

  2. Workshops to discuss in detail elements of the retailer reliability obligation. The Australian Energy Regulator and Australian Energy Market Operator will present on topics including information about the process for the guidelines to be developed under the draft Rules, the Reliability Forecast and how demand will be determined. Other topics will likely include the Market Liquidity Obligation and the process for deeming obligated parties and the POLR cost recovery mechanism. Further, stakeholders will be provided an opportunity to raise any thoughts about the draft Rules. The Workshops will be held in Melbourne on Monday 25, March 2019 from 1:00 – 4:30 pm and in Sydney on Wednesday 27, March 2019 from 9:00 am – 12:30 pm.
