Two-Sided Markets

On 6 December 2019, COAG Energy Council tasked the ESB with investigating interim measures to preserve reliability and system security in the NEM as it transitions to 2025. The ESB was asked to provide advice on arrangements that will give greater visibility to the amount of energy and demand response resources that are available at any given time and consider ahead markets within the broader design of a two-sided market. This paper provides a high-level overview of what a two-sided market could look like and its key foundations. It also outlines the features for how both supply and demand should participate to get the greatest benefits.
Further opportunities for comment and consultation will occur throughout 2020 as the ideas are developed.
